Empty promises?

WE received our offer letter from the Department of Higher Education Research and Technology and were informed that students on AES and HECAS should only pay 25 per cent and 50 per cent of the school fees for registration.
But instead we have been forced to register as self-sponsored students because we have not received TESAS funding.
We are almost in to the middle of the semester and the so-called TESAS funding is still not available and students and parents are still struggling to patch up the incomplete fees which were promised to them by the higher education department.
Is the higher education department making empty promises?
Is there any funds available for those students who are on AES and HECAS?
When will the higher education department pay the money into the school account?
Students need to know now.
