A DISTRICT administrator in East New Britain has attributed the development of the province to its visionary political and administrative leaders.
Rabaul district administrator Wilson Matava said consistency in decision making at all levels of government in the province had enabled it to progress ahead of others.
This was because development was guided by the East New Britain provincial strategic development plan 2011-12.
Rabaul district’s high level of service delivery had been the result of collaborative partnership among the political heads of the province.
Since the 1994 volcanic eruption the provincial administration position had changed hands only once, which contributed to the consistency in decision-making.
“For the past 15 years the province has developed under different provincial development themes and Rabaul district developments have been achieved over the years under these themes,” he said.
The district was privileged to have launched the Mataure Rabaul Micro Finance Ltd last month which was in line
with the provincial theme “Empowering people for
self-reliance and self-sufficiency” and the district’s theme of “Re-growing the local economy”.
Major stakeholders of MRML were the four LLG of Rabaul district – Watom, Kombiu, Balanataman and Rabaul urban LLG.
He said with a previous provincial theme of “integrated human development and institutional strengthening” the district was fortunate to have more public servants deployed to district and LLGs.
“The increase in staff strength and expertise in the districts and LLGs has enabled me to deliver the much needed services required by the people of Rabaul,” he said.
The bottom-up planning system had worked in recent times in the district resulting in a fair distribution
of development projects to LLGs.
Matava praised the provincial administration and his staff at Rabaul district for all their efforts in delivering services to the people.
