THE Governmentís efforts in committing large amount of resources in the education sector is commendable however, our education indicators remain at the bottom of the neighbouring countries. It appears that while the development of policies are fine the problem lie at the implementation stage. In the case of education subsidy policy, while the recurrent budget has been significant in the last five years it is ironic that the Department of Education has not conducted a formal evaluation study to determine its success and impact. Surely, the Government would like to know:
How well is the Education Department administering the subsidy policy?
Is the subsidy addressing the National Education Plan goals?
What do school authorities and parents feel about the benefits of the subsidy?
PNG cannot afford to waste large amount of resources and it is up to the implementing agencies to ensure policies are working well.
