Explain entry tests to primary schools

AS a concerned parent, I am seeking clarity from the national education board and the Morobe education division about why a primary school in Lae is conducting another entry test to children who have already passed their exams from elementary level.
Can the authorities explain if this is a newly introduced system set by the Education Department for all primary schools to conduct entry tests for students to pass through to continue grade three at lower primary?
It is suspicious because schools might come up with their own selection pass mark to accept students to continue grade three in fear of influx of students.
Authorities, please look into this issue and let us parents know if this is a new policy direction from the Education Department.
