Explain road sealings

 WHILE 90 per cent of the population is crying for basic services, the perfectly good sealed John Guise Drive and other similar roads in NCD are being ripped up and re-sealed. Why is this happening? Is it because more millions could be embezzled? The public and especially the 90 per cent suffering rural people, are owed an explanation from the approving authorities of these blatant misuses and incessant corruption.
