Explain UPNG selection method

THE impacts of the Covid-19 in Papua New Guinea has affected many Papua New Guineans.
Despite that, many struggling parents are not willing to give up.
I managed to save some money and I was able to pay my children’s school fees.
I have children in secondary school and the University of PNG.
The one in university just completed upgrading at the open campus with a grade point average of 4.0.
Surprisingly, my child wasn’t accepted into the science foundation programme while other students with lesser GPAs were accepted.
I want the University of PNG to address this and provide me an explanation.
