Find way to kill ‘ghosts’

 IT is sickening to read about missing education funds as this is not the first time we have read of ghosts being paid by taxpayers’ hard earned cash. Our leaders should hang their heads in shame for coming up with such revelations, talking about the problem again and again with no solution. What mechanism is in place to deal with these ghosts?
