THE police middle management is to be blamed for the total breakdown in discipline, former Mamose assistant commissioner Giossi Labi says.

Labi (pictured) said the government and the public should not blame the police commissioner, regional assistant commissioners, provincial police commanders, metropolitan and rural patrol units.

“Sergeants and inspectors, who comprise the middle management, are to be blamed for the breakdown in discipline,” Labi he said.

He said middle management officers were responsible of enforcing the code of conduct and ethics in the force.

“ACPs, PPCs, MetSupts and RPU commanders have various tasks to perform and middle management officers have the responsibility to enforce work ethics and code of conducts.”

Labi served 41 years in the police force and ended as ACP Northern Region two years ago.

He said he was saddened by police brutality issues published daily in media to come public.

“My police career is in the blood and I feel for RPNGC when young commissioners turn to bite their own tail,” Labi said.

He said the government must take drastic measures to review the way young commissioners were trained to become leaders in the police force.

“Were these recently graduated commissioners being taught basic, junior and senior management courses including senior executive courses?” Labi asked.

He said after six months of police military training, the recruits needed to be trained on how to manage the police force.
