Get rid of old PMVs

LAE is the second largest city in Papua New Guinea.
However, it does not portray the image of a modern city with so many rundown PMV buses.
Most of these buses are dirty and dusty inside and pose health risk for the public.
PMV operators must abandon rundown buses and buy newer ones.
This will also reduce road accidents.
