Governor requests transfer of services

NATIONL Capital District Governor Powes Parkop has called on the Government through the Education Ministry and the department to delegate the responsibility of education in the city to the National Capital District Commission (NCDC).
Parkop said the city authority was ready to take over health and education functions in the city to manage and requested the Government through the responsible agency to delegate that function to NCDC.
Parkop said NCD, unlike other provinces, did not receive functional grants for health and education but had continued to build school infrastructure in the city in partnership with the three electorates and giving the responsibility to city hall would allow the services to be better provided.
“We have asked for this three years ago but the Government through the Education Minister and his department have yet to respond to our request,” he said.
He said the city authority had already taken over the functions of health service delivery in the city through the leadership of former Health and HIV/AIDS Minister and current Minister for Bougainville Affairs Sir Puka Temu.
