Governor slams parallel system of laws, policies

 THE parallel system of laws and policies in the country is an obstacle which derails service delivery and the performances of provinces, parliament has been told.

Southern Highlands Governor William Powi said that from his experience as a provincial administrator, the bottleneck in the effective performance of provinces was not just the public servants but the duplicated and parallel system of policies from Waigani to the provinces and the districts.

He was contributing to the debate on the annual provincial performance report for 2008-2009 tabled by Deputy Prime Minister and Minister for Inter-government Relations Leo Dion on Wednesday.

Powi said there was a lot of confusion because the provinces and districts were doing the same things as Waigani.

He said what the government needed to do was to come up with a government policy directive so that funding followed functions.
