Govt depts told not to advertise jobs

ALL government departments have been instructed to stop advertising jobs because the recruitment ban is still on, Department of Personnel Management Secretary John Kali said.
He said it was illegal and unlawful for departmental heads to be recruiting people when there was a ban.
“I have all the reports here with me and they are going to the Cabinet when the Prime Minister directs me,” he said.
“All those people who are staying within the budget and all those people who are staying over the budget have all been reported.
“There’s a list of what I call the blacklist.
“I got all the information on all those departments but I am not going to disclose that, until the Prime Minister has an opportunity to see that.
“The recruitment freeze was still on.”
Kali said he had reports on the performance of all government departments.
“It tells how they are managing their personnel emoluments budget,” he said.
“If I get the report that there are departments who are over-shooting their budget on personnel emoluments, which is the money that you use to pay salaries on your establishment.
Then the Government has set up a committee called the organisation staffing and personnel emoluments audit committee which is going to call them up before the central agencies committee and, they have to explain why they have overshot their budget appropriations.”
Kali said all departmental heads would be given special exemptions if they could justify it.
“The only exemption that I’ve given is through the public prosecutor as far as I can recall, because they needed lawyers to run their cases,” he said.
