INDEPENDENT research by Oxfam shows that the government and climate change adaptation fund donors need to work with non-government organisations to provide funding to the most vulnerable affected people.
The report titled “Owning Adaptation in the Pacific: Strengthening governance of climate adaptation finance” is based on case studies in Papua New Guinea, Vanuatu and Tonga.
Oxfam strongly urged government and donor funding partners in adaptation of climate change to work with NGOs to identify those people who were most vulnerable to the effects of climate change.
The report said it was very difficult for people to access funds for adaptation purpose because of the complex procedures and broken links with communities and governments involved in securing funding.
The report was launched last Thursday during the Pacific Islands Forum by the United Kingdom Parliamentary Under-Secretary for Natural Environment and Fisheries, Richard Benyon.
Adaptation funds are funds that help people whose life has been affected by climate change effects such as sinking islands.
For instance, if raising sea level starts to destroy a village, the funds can be used to mobilise communities to cut mangroves and build seawalls.
