Half a loaf better than nothing

COLLEGES and universities must accept students who have paid half their fees to register.
I am a subsistence farmer from Hagen Central.
The University of Goroka (UoG) refused to register my son who paid more than half of the school fee.
He is on higher education contribution assistance scheme (HECAS) and is supposed to pay K5320 in fees.
I paid K4300 but the university still stopped him from registering.
My son will be in second year and is waiting while sleeping with friends outside.
I have another son and daughter at UoG Hagen campus and Divine Word University open campus at Hagen Holy Trinity Teachers College.
The courses that I buy for my other son and daughter at the open campuses are over K6000.
I do not have a steady income or business to support all my children attending higher education institutions.
I want to call on the UoG to give us a time frame for parents like myself and others who do not pay in full to find money and pay.
