Hand over NCDC shortlist

LESLIE Alu has been acting  as  the  NCD administrator for the last 14 months since the expiration of his employment contract in Dec 2012. 
The NEC did not renew his contract of reappointment as required under the public service management act. 
The Public  Service Commission completed the  screening  and  selection of candidates for the position last year and forwarded a shortlist of three names to the NCDC board for endorsement before sending  off  to  the National Executive Council for appointment.
For whatever reason, Powes  Parkop is sitting and delaying on the PSC shortlist, while Alu  continues to fill the position in an acting capacity.
Is this a conspiracy to cook up something in NCDC  or  is  it  a  ploy  to cover up some bad deeds committed by these people?
Parkop must send the PSC shortlist to NEC for permanent  appointment  as required under law. 
He cannot continue to delay and frustrate the appointment  process while  the  incumbent  is  illegally occupying office and drawing funds and committing exorbitant amounts of public funds. 
I urge the chief secretary and the DPM to intervene in this matter to expedite the  appointment  process so  that  the NEC can make a permanent appointment to the post.
