Irresponsible behaviour

I AM a student and I am not happy to see stains from betel nut spit everywhere, proof that those who chew betel nuts are irresponsible people.
Everywhere I travel, I see betel nut spit and stains on roads, pavements, walls, walkways and signboards.
Even elites who are formally dressed and driving flashy cars shoot out huge chunks of red spit to the road as they drive by.
People who do this should be punished. They contribute to the amount of filth in the city.
Spit, in any form, spreads diseases like tuberculosis and makes the city unhealthy and an unsafe environment to be in.
I strongly recommend that the government enact laws that can manage this bad habit.
I want to live in a city that is clean and healthy.
