Is it really the people’s parliament?

PRIME Minister Peter O’Neill spoke many times of “the people’s parliament”, as he justified the passage of the Judicial Conduct Act.
Yet, the people can no longer enter “the people’s parliament” to hear and see debates as the front gates are now always locked.
Parliament has been considering issues that have an impact on our  fu­ture, like the Judicial Conduct Act, the suspension of senior judges and the deferral of the general election.
Who decided – and why did they decide – that we, the people, shall not see and hear these debates?
Has  parliament been captured by politicians for their own private use?
