Is Lae still a city?

LAE is the second biggest city in PNG.
But with the constant power failure and water cut, it is more like a village.
And the ever-growing potholes and craters on our roads do not help the situation either.
With all these problems, can we still call Lae a city?
What are the governor’s plans?
Can he tell us what he plans to do?
