Is Wakias fit to be election manager?

I READ in The National newspaper that David Wa­kias has been appointed election manager for Southern Highlands.
 I note also that Wakias was implicated in the theft and misuse of more than K500,000 that the Electoral Commission had al­located for the update of common roll in the new Jiwaka province.
 He was charged by the police and released by the court on a K2,000 bail pending hearing.
 He was subsequently  appointed to update the common roll in the Jiwaka province last year but I believe this has not been done satisfactorily.
As a Southern Highlan-der, I was disappointed to learn of Wakias’ appointment as the election manager for Southern Highlands.
What was the decision based on?
What qualifications or experience does he have?
