The Morobe government yesterday presented its 2018 budget of K402.2 million to Treasurer and Deputy Prime Minister Charles Abel.
Governor Ginson Saonu who presented the budget said Morobe has a Kundu vision roadmap with a 30-year development plan with a provision for assessments every five years.
“This is the first five years of the 30-year period and we will shortly have the development forum.
“We are trying to get whatever resources from the provincial level connected to the district and local level government levels so we work as a team.
“This is something that we have not seen and experienced before but we want to get service delivery as effective as possible in line with the government’s plans.”
He said 42 per cent of the budget was allocated to corporate governance, 42 per cent to service delivery and 16 per cent to the development budget.
“This is something that we are working out this year and if it works out well we would like to improve the 16 per cent development budget with the support of the national Government.
“We have changed the perspective of delivering services. I have to sign an agreement with the MPs so they put in their components and the province puts its part so we deliver.
“At the end of the year we have to evaluate and see what we have done.
“The same goes to the local level governments using the district development authorities.
“We have budget allocations from the national Government and our internal revenue to help us.
“Districts have been allocated K10 million and provinces have their own money and they operate independently.
“We are trying to close the gap in the basic service delivery to help us know if there are changes taking place at the district level.”
Abel reminded province to always include the national service delivery framework while carrying out their development plans.
