THE Government is putting aside K60 million to cater for students applying for loans through the Higher Education Loan Programme (Help).
Department of Higher Education, Research, Science and Technology (DHERST) Minister Nick Kuman announced this during the University of PNG orientation programme yesterday.
“I will make sure that DHERST secretary (Fr Jan Czuba) distributes this money to all higher education institutions by the closing of their registrations,” he said.
“It will be used to pay the fees of students applying for loan through Help.”
Kuman also confirmed that the Tertiary Education Student Assistance Scheme (Tesas) is still available.
“Tesas is not going to be done away with and students under Tesas can apply for Help as well,” he said.
He said Help was optional and not compulsory.

“If you are applying for Help, you tell your registrar during registration so they will assist you in the necessary processes.
“The Department of Higher Education, Research, Science and Technology will process your applications.”
Kuman said the National
Identification (NID) was the key requirement for students to access Help.
“NID facilities will be provided on campuses in the first three months of school for students to register.
“ You must have a NID,” he said.
“(And) do not forget that when you get a loan, you have to repay it.”
The loan will be interest-free.
Kuman said he would make a policy announcement regarding additional benefits for students under Tesas once all institutions had completed registration.

  • Any possibility for overseas post graduate students to apply for the help loan ? Can the PNG government help those of us securing space for masters program in Australian and New Zealand .

  • How the students will apply for loan if those can not afford fees on the first day of registration. There is no clear indication where and when to apply . Please give us more clarification on this loan HELP.

  • Can the private schools like, IBSUniversity and other private schools also be assisted? Last week i visited DHERST office at Waigani and i was told by one of staff that private schools are not part of Government Help scheme.

  • The system we setup to process the applications will determine whether we delay or process the loans on time. To avoid lengthy delay, i think the Education Department should setup a system that would be more convenient and easy for processing the school fee loans.

  • Can the government come out clear if it can help those working classes who would like to complete their masters program through external modes while working at the same time. We are the tax payers who sweated our guts to pay the bills for this country and must not be left out on this HELP program. I would like to do my masters should the government can assist through HELP. Please can responsible authorities be notified and explain to us.

  • Can those students studying through external mode to do the Masters be eligible to apply for HELP. I believe most working classes would also be interested to pursue their studies if the HELP scheme can carter for all. Can those responsible personal be notified and reply to us to asap so we can also apply for HELP or otherwise create an avenue for us to help us financially to pursue our education. It would be unfair if we are not included in this scheme since.

  • I’m a nursing student with the famous indeed the pioneer college of Nursing, Highlands Regional Nursing college. Registration has began on the 20th of January and ended last week Friday 31st of January. Due to early commencement of registration some students indeed many haven’t registered as yet due to financial problems. Can we be advised how to apply for HELP, where to get the application, and can we be guaranteed that after providing necessary prerequisites required by the criteria should we all be registering with less than 75% ?? By the way what are the criteria should u people do clarification on that since many students are about to withdraw from this academic year after being turn away by the registrar for pay less than 75%..
