Kramer to challenge election result

BRYAN Kramer, who was second in the 2012 national election for the Madang open seat, has filed a petition before the National Court disputing the election of Madang MP and Police Minister Nixon Duban.
Kramer explained that soon after the declaration, he sent a congratulatory message to Duban on his win.
However, by the end of that day, a number of candidates had approached him raising concerns about the integrity of the election and allegations of illegal practices.
They appealed to him to challenge the result.
“I reviewed the evidence and, after researching relevant case law and legislation, I was satisfied that there was sufficient cause to challenge the election result for the Madang open seat,” he said
When asked to disclose the allegations, he said it was not appropriate to publicise them given that the matter was now before the courts.
“It is now up to the judicial system to either confirm or dismiss the allegations,” Kramer said.
“If dismissed, the proceedings will put to rest any doubts concerning Duban’s election win.”
If the allegations are validated, Kramer would be seeking orders to nullify the election, and call for a by-election.
“The decision to challenge is evidence-based and on ethical and moral judgment. All those who contested the elections are bound by a strict code of conduct stipulated under the Organic Law. These standards serve to ensure free and fair elections and the integrity of each citizen’s vote is protected.
“Therefore, I have a civic duty to pursue the issue,” he said.
Kramer concluded that the ultimate test of leadership was not in moments of comfort and convenience, but at times of challenge and controversy. The matter is listed for hearing on Sept 28 in the Waigani National Court.
