Law gives power to provinces

CABINET has passed a law aimed at making provinces become growth centres, according to Department of Provincial and Local Level Government Affairs secretary Dickson Guina.
Guina yesterday said the National Executive Council had approved the Constitutional Amendment for the introduction of the New Organic Law on Decentralisation to give greater powers to provinces, and replace the current Organic Law on Provincial Governments and Local Level Governments (OLPGLLG).
“The provinces know their environment, resources and people and the issues they face; therefore, it is necessary to empower them to work with the people and achieve greater results for their people and our nation,” he said.
“This law will go beyond empowering institutions to empowering people which is in line with the National Goals and Directive principles of our mama law and the Constitution because the majority of our people live in the provinces, local communities, and not in Waigani.”
Guina said the current systems, structures and institutions were created as part of the process to becoming an independent nation for administration and political purposes, not economic growth and quality of life.
“The new law is about provinces not as administrative and political centres, but as economic growth units and regions,” he said.
“The current OLPGLLG is focused on levels of government whilst the new Organic Law on Decentralisation emphasises levels of services and economic development.”
He said the new law would “harmonise and synchronise” the other laws, which the current OLPGLLG did not address.
Guina said it would create space for district development authorities, by bringing higher levels of services to the people in the rural areas.

  • Fantastic news. This will give our wonderful national government MPs in Port Moresby more time to spend their hard won fortunes and not worry about tedious, time consuming and trivial matters like serving the people.

  • More miss use of office,power and resources by MPs..There will bias and fully blown nepotism aka wantok system played at the provincial levels so won’t benefit all pipol but the local MPs and cronies..

  • Good move. Provinces must now display both their competence and incompetence to move either, upward or downward. A challenge for all provincial governments and their administrations.

  • can we take the politics out of service provision. Can we have service delivery that is to be done by paid public servants paid by tax payers. we cannot continue to live in a country based on political alliance… service needs to be for all.. basic basic stuff!

  • Good decision, now we’ll see the real colors of public servants and provincial leaders given the greater authority to manage their own funds and resources for their provincial development; unlike in the previous system under-performing or non-performance by public servants and leaders and blame the Waigani swamp for their non-performance in service delivery.
