Lawyer: Kavo still governor

 LAWYER Simon Ketan maintains that Havila Kavo is still Governor of Gulf despite his conviction on misuse of public funds.

“He’s still an MP by virtue of Section 103, Sub-Section 4 of the Constitution, pending the final determination of his appeal,” Ketan told The National outside Parliament House yesterday. “The appeal is set for hearing in April and before he’s an MP and the Governor for Gulf.”

Asked about Attorney-General Ano Pala’s statement last week that Kavo was no longer Governor, Ketan said: “Those are matters that the AG himself, in his considered view, expressed.

“The Governor has responded to that and disputed most of the statements by the Attorney-General. The Attorney-General recognises him as an MP only and not as Governor, but that can’t be, in our view.

“As far as governor is concerned, he’s still an MP and, therefore, governor, as he’s an MP by virtue of him being Governor of Gulf.”
