Leave fare issue

I am disappointed that I have not received my share of my leave fare while serving Madang.
It was announced that payments were made out but I had not received anything to date.
I had completed forms and submitted it on time but got nothing.
I would like those responsible to explain why I have not received my entitlement which was due in 2017.
The leave fares are budgeted for and I have been applying for leave and have never missed out, up unit 2017, what has happened?
Who is to blame?
I have served fully 2016-17 so I deserve what belongs to me.
Hard working but no reward.
