Leave fares issues blamed on poor management

EDUCATION Minister Joseph Yopyyopy says teachers’ leave fares and service entitlements are payable after every two years of service.
He also clarified in Parliament that teachers’ leave fares, a contentious issue at the end of every school year, are no longer kept by the department.
“All funds for leave fares are transferred to the provinces by the treasury department. It is the responsibility of the provinces to ensure that all teachers receive their leave entitlements,” he said.
Yopyyopy said Treasury had received the full warrant for the 2019 appropriation as per the International Finance (IF) mass report.
“For Central province, the figures given by Governor (Robert) Agarobe was not correct. On record, K2.7mil was released. And the amount spent by the province based on the IF mass report is K1.8mil. They still have over K800,000 remaining,” he said.
He said the issues arising from teachers’ leave fares were the result of poor planning and management by provinces. Agarobe, who had questioned Yopyyopy on the issue, said he now had the correct figures from the minister and would inform his team at the province to go through them properly.
“There’s inconsistency from both sides. From my side, I was told in a provincial executive council meeting that there was a bill of K1.7mil in outstanding leave fares.
“And last year’s records was K450,000. That is why I brought it to the minister for his feedback,” he said.

  • We can not blame any government or members of Parliament, all Secretaries, CEO and Directors of this country are most corrupt leaders and they are the ones misusing and doing lot of stealing in all departments.
    If these department heads making mistakes or misusing, NO BAIL OUT PLEASE.LOCK THEM BEHIND BAR AND SEND THEM TO PRISON STRAIGHT AWAY. les pinis long ol this type of attitudes.

  • Leave fares issues is a problematic system in this country. Can I recommend that through the Education System or in the Public Service a substantive position be created for a Employee Data Clerk in every Provincial Government System. This is to update all the employee data file properly by their place of origin, dependents (Biologically), locals or other provinces and cost of travelling arrangement and do up the budget submission. Every year the Data Clerk as to do edition to the data because of new employee or marital status of employee and cost of travelling expenses involve to avoid ghost dependents and eligible dependents to travel and exactly know who is out for studies overseas and who is due for leave and get ready by August with travel agents for travelling. Does this make sense.

  • HR Divisions dilemma and since they cant get on-top of this situation it has reached a steady level of chronicity. What its supposed to be is to refer to the data-base of staff to identify who is due for a leave and then with a little bit of simple mathematics, it shouldn’t be a problem..Any Education official that misapplies teachers leave entitlements should be jailed.
