As a former National Department of Education officer, I have been hearing firsthand accounts of failed and repeating students – some of them now in their mid-20 with wives and children – being offered spaces in return for cash payments. Gerehu, Badihagwa and Butuka in particular should all have their 2020 intakes carefully scrutinised for unqualified enrolments.
