I WRITE in support of a letter by Kep Luma “Check appointment process” dated Aug 6.
The concern raised was based on my encounter and information on hand and it relates to the issue regarding corruption within the public services executive job appointment process.
I applied for the position of managing director to the National Housing Corporation (NHC) when it was advertised last October.
I possess relevant credentials/expertise in land matters and housing and real estate industry, including having served the public services to a senior management level at Grade 20 or level 8.
Academically, I hold a national and international qualifications (bachelor and master) all suited for the advertised position then.
My referees were persons of high standing in the public service serving in key executive management positions in prime departments.
Despite my professional merit, I neither short-listed nor sent a letter of acknowledgement from the Department of Personnel Management (DPM) when the selection process began.
The outcome of the selection (short listed candidates) was withdrawn and referred back to the drawing board by the National Executive Council (NEC) in June.
The reason was simple corruption.
I was the last to hand-deliver my application to the Department of Personnel Management at 16.03pm on last Nov 1.
I learnt later that a person (whom I know) went after the closing date but managed to make his way in through the back door.
His application was incomplete as he had failed to include the police and medical clearance certificates.
However, certain corrupt DPM officials entertained him by accepting the application.
Since then, it became obvious that corruption was part of the selection process.
A syndicate consists of corrupt officials operates between the Department of Personnel Management, Central Agencies Coordination Committee (CACC) Public Services Commission (PSC), and the office of National Executive Council.
This syndicate exploits the selection process, especially targeting applicants who are ignorant, who have money and are connected to people in high places, and those who come through corrupt means.
So far, the corrupt officials have continued to mislead the known person by falsely assuring him that the managing director’s post and in doing so, I believe, there were payments made.
The crooked game played is that they lie about being close to the prime minister or certain members of the cabinet (NEC).
These crooks mislead their victims on one hand and facilitate corrupt appointments on the other hand simultaneously while taking advantages of the public trust vested in them.
I am convinced the minister for housing and urbanisation was correct in stating that the recent short-list of names to the NEC for the appointment of managing director for the NHC was tainted with corruption, as reported in your newspaper (June 22).
There were other qualified people for that position who were denied the opportunity to be interviewed and short-listed due to entrenched corruption in the public services screening process.
Surely, that corrupt practice pointed out by the good minister has prevented justice and integrity to prevail in NHC.
One wonders if the heads of the respective state-owned organisation (DPM, PSC, CACC and NEC) are aware of the corrupt practices and bureaucratic blunder that exist in their office or are they silently involved by facilitating this evil.
Such negligence or deliberate injustice only allows corruption to grow and thrive elsewhere as in the case of the NHC as stated above.
With due respect, Prime Minister James Marape must institute appropriate actions against the heads of the organisations concerned, including the ministers responsible as pointed out by Kep Luma.

    ” I read with sad feelings” It is sad indeed for a very young country like PNG, to go through this nasty experience. PNG its not yet 100 years, but has grown old with nepotism and corrupt processes . ” WHOM YOU KNOW IS THE CRITERIA NOW THEY USE FOR JOB APPLICATION in any government departments. This is the work of evil one and must be stopped before png reach 50 years of its Independence. Its not too later to WEED OUT CORRUPTION IN THE HIGHER PUBLIC OFFICER’S AND GIVE PROTECTION TO WHISTLE BLOWERS. TOKAUT TOKSTRET.
