Supplementary budget:
THE Marape-Steven government do not have any option but come up with a supplementary budget to curtail the over estimation of revenue for 2019. This means cutting some critical development expenditures planned for this year. As I see it, the underperformance of Internal Revenue Commission (IRC) and not collecting the much needed revenue required for the first six months is now having an impact. The revelations by Sam Basil (former Treasurer) of tax revenue down by 8 per cent is certainly very critical as the cracks may widen to about 20 per cent by the end of this year. The silence of IRC on their current strike rates is deafening. To make matters worse, we have a new kid holding the ropes who expects things to fall into place by themselves. The IRC has gone into slumber once again and the government is using band aid to cover up the sores.
