NATIONAL Capital District should go to poll to elect its LLG councillors with the rest of the country in this year’s LLG election.
The issue of writs for LLG election is on July 26, 2018.
However, the NCD Commission law does not allow for councillors to be elected.
Leaders are appointed to become councillors for the respective wards by the office of the NCD governor.
Any interested leaders sent their leadership profile to the committee.
The lucky leader is chosen to become the councilor: ‘Appointment by merit’ from the governor’s office.
The practice of appointment ‘by merit’ should be stopped.
Necessary amendment should be done to NCD Commission Act so we can have LLG elections in the NCD.
The people of Port Moresby should elect their own LLG leaders (councillors).
LLG is the third level of government of the people of PNG.
The people have every democratic right to vote in the leader in the LLGs.
The appointed councillors working in their respective wards in the city over the past terms are very unclear.
The reason behind appointed councillors not performing their duties is:

  •  They are not elected leaders and people don’t work with them;
  •  They are seen as political supporters of NCD governor; and
  •  They don’t feel welcomed by citizens because they were not mandated by the people through vote.
    Therefore, the law that does not allow for election to be removed and NCD LLGs should go to poll this election.
