LLG to celebrate new administration system

Wapenamanda local level government council in Enga will launch its five-year development plan today.
And Wapenamanda LLG president Nick Andake is planning a big celebration and feasting for his people.
He has invited presidents of all neighbouring provinces to come and join the celebrations.
Some of the presidents and councillors in Morobe have said that Andake’s new style of opening bank accounts for the wards was the best way to drive development.
Andake had spent the past three years sending research teams into the 34 council wards and compiling data.
The information was later analysed and prioritised to become a five-year development plan.
The final copy will be presented to Prime Minister Peter O’Neill, Finance Minister Don Polye and Planning Minister Sam Basil as the short-term development plan.
Andake’s plan gives financial powers to councillors and also tie down the national parliamentarians.
“All government funding will go to the joint district planning and budget priorities committee, and then straight into the accounts of the wards,” Andake said.
“The wards have planning committees which will then expend the funds according to their priorities.
“There is no way money could be misused at the village level. All the villagers will be keeping an eye on their councillor to ensure accountability”.
