CHIEF Secretary Isaac Lupari says public services in the country lack capacity and need human resource development.
He said this during the annual PNG Human Resource Institute conference recently.
Lupari said 99 per cent of projects in the country were by foreign companies with only one per cent being Papua New Guinean.
“We have to have skilled and knowledgeale people in our country to take ownership when new projects are coming up,” he said.
“Human resource development is the key to that.
“The current Government focuses more on human resource development.
“One of the policies introduced was free education – that involves K620 million every year.”
Lupari said the result of free education was that two million young people went to school annually, producing 30,000 grade 12 school leavers, of which only 15,000 could continue on to tertiary institutions.
“The public and private sectors, together with other partnering organisations, should have to manage for those people who are left out every year by creating more opportunities,” he said.
