Make TFF a donor agency

MUCH had been said about the bad news of the Tuition Fee Free (TFF) subsidy for schools in the country over the years.
My suggestion is for TFF to become a donor agency to schools similar to DFAT, European Union JICA etc.
Their work will be to build libraries for schools and supply books.
The libraries should be designed by architects and serviced by engineers so that the buildings meet the building regulations.
There should be special considerations for rural schools for solar lighting and fire protections.
All the aspect of the project are to be tendered by the central supply and tenders board only.
This is to reduce corruption.
Parents should be responsible for paying full school fees for their children from elementary, primary and secondary schools.
We have grown a dense population because of almost free schooling.
Whatever remains from the TFF exercise should be channelled into Flexible Open Distant Education (FODE) and universities.
At present the end of education is constricted.
