Managers powerless

I REFER to the letter by a “Concerned town resident” (The National, Feb 20) regarding the NSI-West Goroka road sealing.
There are two separate projects: the Goroka town roads sealing (DOW-Kama); and the NSI roadwork.
The contractor, who has been paid, is delaying the project and unfortunately cannot be pushed as there is no power vested in the project managers.
