Manning endorses ‘clarified structure’

POLICE Commissioner David Manning has endorsed the Royal Papua New Guinea Constabulary (RPNGC)’s “clarified structure” for submission to the salaries conditions and monitoring committee (SCMC) to address payroll confusion and disorder.
“The submission removes many confusion in the existing establishment structure,” he said, adding that the commencement of phase one of the organisational review and restructure (ORR) was approved 12 months ago.
Comm Manning said the clarified structure submitted to the SCMC chair and Department of Personnel Management secretary, Taies Sansan, according to deadline for submissions to be considered for the coming year’s budget.
“To maintain the RPNGC’s forward momentum with its reform programme, the clarified structure must be implemented in 2022,” he said.
The structure captures the operating footprint of the Royal Papua New Guinea Constabulary as it exists today, thus:

  • SUPPORTING the SCMC approved structures of the national centre of excellence and the Hela police command;
  • ALLOWING for the absorption of the human resources development directorate as the natural consequence of the new national centre of excellence structure;
  • CREATING positions for jobs that are being done but for which there are no suitable positions;
  • INSERTING vacant positions for police college graduates who would, otherwise, have no positions to move into in their first postings;
  • ALLOWING enough vacant positions for staff progression in the next 18 months to two years, while phase two proceeds; and,
  • REMOVING superfluous vacant positions.
