WEST New Britain Governor Sasindran Muthuvel says having multiple reforms in the public service delivery system is causing problems.

“Service delivery to the people is not happening as it should be because of too many reforms to the public service delivery system,” he said.

Muthuvel was speaking at a dedication service at Galilo Ward for new provincial administrator Williamson Hosea.

Muthuvel said Hosea was inheriting an administration plagued with leadership issues at all levels of the administration.

He said it included morale and an aging workforce.

“He has a huge task to address and dismantle bad work cultures that have been developed over the years because of the failure and neglect of many years by the successive governments to instil discipline in the public service,” he said.

Muthuvel said one solution was to increase managerial capacities in provincial administrations.

He said another solution was to encourage young people to work in the provincial administrations.

“We need fresh blood in the system. We have to develop young talent to replace the aging working staff we now have,” he said.

Muthuvel said he would do his part by providing the leadership.

And he expects Hosea and the provincial administration to align themselves with the new style of political leadership.

The province has seven major tribes, the Nakanai, Bakovi, Kove, Unea, Maleu, Kaulong and Arowe, speaking a total of about 25 languages.

It produces oil palm for export, with a good number of oil palm plantations on the north coast of the province, especially in Kimbe.
