National Planning Dept a hindrance to progress

I support the call by Works Minister for National Planning Department to be either absorbed into the Prime Minister’s Department or abolished. It seems that the National Planning Department is always to be blamed for all the wrong reasons when it comes to issues of fundings for core programmes like Health, Education, Agriculture and Livestock, and Works.
Perhaps the Chief Secretary should review the functions, roles and responsibilities of this department and make necessary adjustments. 
Otherwise, it will continue to frustrate the efforts of service delivery and Vision 2050.
