NCDC seeking Chinese loan for roads in Port Moresby

THE National Capital District Commission (NCDC) is negotiating with China Exim Bank for a loan to upgrade two roads into four lanes in Port Moresby, Governor Powes Parkop says.
“These roads from 9-Mile to Laloki and 9-Mile to 17-Mile will be constructed by the China Habour Engineering Company,” he said.
“The NCDC board approved the decision to award the contract to the China Habour Engineering Company last week once the loan has been secured. And since China Exim Bank will provide the loan, a condition is that a Chinese company has to be awarded the contract.
“The condition of the loan is good and is more relaxed. Once we secure the loan, work will go ahead.”
Parkop said that the Works Department had awarded a contract to a company to upgrade the 9-Mile-Laloki Road.
“But work has never been done on that road,” he said.
“So NCDC is now going to upgrade that road which is also the final part of the Sir Hubert Murray Highway.”
Parkop said the commission also had plans to build a four-lane road from 14-mile to Bautama and 9-Mile to Dogura road.
“But then it depends on funding. We might ask for other donor agencies like the China aid to help fund the upgrading of these roads.”
