New accounting system at NCDC

THE National Capital District Commission yesterday launched a computerised accounting system that replaces the manual purchase order requisition form.
It was a milestone for NCDC and city manager Leslie Alu, in launching the new system, said the innovative accounting solution would contribute to better fiscal control.
“I’m pleased in seeing NCDC, as a government organisation, leading the way in implementing this new mechanism that would ensure prudent fiscal and accounting practice, in line with the Public Finance Management Act,” Alu said.
The city manager said the new computerised purchase order requisition form dictated the full use of computer networking in processing account claims.
It will eliminate the bulk of paperwork, and provide better overview and budget management by the respective sectional managers and their commitment clerks.
“This might be a small and internal tool, but a true milestone with a big impact on how we can manage our finances.”
Alu said the new mechanism would greatly improve time management, be more secure and guard against duplication of payment.
It would allow respective managers (four deputy city managers) to have better control over their divisional budgets – where there are tighter checks and balances with the audits and an improved cash flow management through their treasury and the bank.
Financial reports will be self-generated, and therefore, effective and efficient.
The computerised system will use the accounting system called the Accpacc for its internal order requisition (IOR).
System administrator Jerry Nicholas, while explaining the new system, said it would give an advantage to the city manager to monitor all staff and divisions within the commission.
He said records stored in the system could be retraced after 20 to 50 years.
“I can see from the gesture from the city manager that he is a very relieved man because this system will make everything effective and efficient for NCDC to run in a transparent and accountable manner,” Nicholas said.
