New unit set up to record MOUs, aid agreements

A NEW unit at the Department of Prime Minister and National Executive Council (NEC) will record all memorandum of understanding and agreements involving
development aid programmes
by bilateral and multilateral partners.
Chief Secretary Isaac Lupari (pictured) said the unit’s core function, apart from establishing a data base for all memoranda, would be to annually audit the development programmes for Papua New Guinea and foreign partners to be compliant with PNG sovereignty principles.
It will report its audit findings to the NEC.
He said officers from departments such as the Justice and Attorney-General, Foreign Affairs, Personnel Management and National Planning and Monitoring had been appointed based on their experience in policy, legal and administration.
Lupari said former acting manager Policy Research and Reporting with the Department of Justice and Attorney-General Cletus Ngaffkin will lead the team of officers as director of the new unit.
The other three are Joachim Luma, the coordinator advisor compliance (DPM), Stanley Arua, the coordinator programme compliance (DFA) and Peter Pim, the manager Database and Administration (DNPM).
