NID Project needs better coordination

 I WISH to clarify this to the NID Data Collection mobile team personnel who have sent a petition to the Planning Minister for the issues of outstanding claims of wages and requested for an audit into the NID project funds in the National Newspaper on 24th September 2015. 

Firstly, you must get your facts right before mentioning individual names in the news media. 

The NID project is run and implemented by number of offices, the National Planning through PMU, the National Statistic Office and the PNG-Civil & Identity Office. 

These three offices are collaborating and working together but respectively responsible for each components of the project for instance; the NSO responsible for the Rollout of Mobile Registration, PMU for the management and coordination of all key operational activities whilst PNG-CIR is responsible to establish fixed Registration Offices around the country, collect data and process data when they are uploaded into the system. 

PNG-CIR has nothing what so ever to do with your engagement and your claims nor does have control over the management of entire NID project even though this Office is the custodian of the Birth & NID Registration system.  

All along, this office has been struggling to excess funds to maintain the operation at all fixed offices and implement project activities components as if what PNG-CIR are doing is not the project related activities. 

The new registration was switched on and every activities of the operation done to maintain and make sure system is running are the project activities because when the project eventually end; these activities will become the PNG-CIR recurrent functions.  

However, the office is still struggling to access project funds to keep its operation effectively going especially like staff wages and implementation other projects activities. 

Whoever reported this issue to the media are getting things mixed-up here, Registrar General is not a project Director or Project Manager at that time of your engagement with NID project, the dealings with your engagement and payment of your wages, sort it out with Roko Koloma who is your boss and the Project Director and the Project Managers. 

They only have one component of the project  to manage like managing Mobile Registration rollout but yet they have complete control on all logistics like cars and funds and they are the ones to be investigated thoroughly and proper action need to taken. 

And to make it even obvious, I  am very surprised to see all NID stickers from NID project vehicles removed and driven by NSO staff while PNG-CIR and PMU are looking for vehicles to continue implement the NID project.
