No help for prostitutes

THE Community Development and Religion Department will not support prostitution or protect sex workers after one was gang-raped, beaten black and blue and left to die on the side of the road.
Secretary Anna Bais said they would not support their cry for protection as reported in yesterday’s edition of The National, but instead place more focus on helping them out to make a living through small businesses.
“We will place more emphasis on the informal sector to support women in economic empowerment activities,” she said via WhatsApp yesterday.
Bais was responding to questions on the department’s plan, if any, to address an upsurge of ongoing violence faced by prostitutes recently.
Archbishop of Mt Hagen Bishop Douglas Young said workers should seek social services if they claim to have no means and ways to find food and support their living.
If nothing else, the church was willing to help them, he said.
In the most recent case, a 24-year-old woman was brutally gang-raped by eight man and assaulted.
A spokeswoman for the prostitutes said they sold their bodies for a living out of necessity but had no rights as prostitution was illegal.
“My friend was brutally gang-raped. She had her (private parts) stitched and she was beaten to the point where she nearly died. If a good samaritan, who had found her, had not rushed her to the hospital, she would have died.
“And she can’t even lay a complaint because prostitution is illegal, we have no rights, we can be murdered tomorrow and no one will care. But let me get one thing clear, we are also human beings and we are also Papua New Guineans,” she said.
However, the Community Development and Religion Department maintained its stand of not supporting them.
Magna Carta PNG volunteer Shirley Kaupa said they did not support or promote prostitution but supported the protection of prostitutes as human beings.
She said they strongly condemned the gang-rape and beating of the woman.
“Their dignity as an individual, as human beings, must come first,” Kaupa said.
“Women engaging in sex work have always been more vulnerable to violence but there has been a surge in physical attacks and abuse of sex workers in NCD since the Covid-19 restrictions came into force.
“This spike in violence was attributed not only to clients attacking sex workers but also by police and other community members who blamed them for spreading the coronavirus and STIs and HIV/AIDS.”
Kaupa said it was really frightening to see what was happening in the nation’s capital.
“We are appalled to see on social media networks the countless number of Christian Papua New Guineans saying that she deserved it because of the trade she was working in.
“According to our laws and even the international laws, ‘no one has the right to take away another person’s life or degrade them’ regardless of how they earn a living.”
Kaupa said the lockdowns had forced desperate sex workers to disregard usual safety norms to make a living, exposing themselves to increased violence and even murder, according to sex worker groups.
“It is a complex situation to handle when it comes to their rights.
“The practice of sex work in not permitted in PNG therefore they have limited rights to be protected in that space. However, as humans, they have the right to life and to be protected by the law.”
Magna Carta PNG has also called for a full investigation into the matter and challenged Christians to start practising what they preach.
“If you are a Christian and you cannot a share a plate of food and reach out to the needy, we will still have this issue,” Kaupa said.
“State, NGO (non-governmental organisations), church communities and other platforms which are in place must invest their resources where it is mostly needed and help these women.”

The right thing to do is, the christians should wake up from their sleep and start living a holy life and praying so that God will send a mighty revival like He did in the time of John Wesley of Englands. Beer clubs were shut, brothels were empty and lawyers had no job because there was no court case to be heard. Through one man, God changed the history of the world, in fact England was about to go into revolution, a bad one and God used John Wesley to put England back to its course. Where are John Wesleys of PNG, they need to wake up from their sleep, start praying, fasting and living a holy life.

  • The very act of soliciting sex for money is WRONG as a christian nation..HOWEVER, the very act of physical assaults on sex workers is WRONG under our laws. If the ministry of Community Development and Religion distances itself from offering any form of assistance for women being physically assaulted, then the ministry needs to revisit its Vision, Mission and Goals to cater for marginalized peoples in our society who will need legal assistance.
    There are laws under the sorcery act to protect “accused witches”. The sex workers fall in that category therefore, being also PNGs as they rightfully claim WE CANNOT DISTANCE OURSELVES from helping them. SECRETARY ANNA BAIS has to come out of her nutshell and think bigger!

    LAWS concerning Prostitution need to be tightened to include punishing “MEN” who also prostitute with other women. In this case the Eight men were prostitutes, men without honor and need to be hauled before the courts to explain why they stitched that females sexual organs…THIS IS WHERE ANNA BAIS and her Ministry can help!!!

  • we sell our body for living shouldn’t be an excuse as a Papua New Guinean living in the soil of Papua New Guinea. PNG is blessed with so many resources unlike any other countries. We have the land to cultivate in order to make a living, unlike other countries where more than 75% of the land is own by the government.
    Because of their own laziness, they are involving themselves in such an illegal activity, yet they are crying to help them. They should have go home and cultivate their land and, make a living.
    Our government shouldn’t entertain such laziness activities in this beautiful and resourceful nation.

  • Just go home. There is more than enough for young women like you all to tap into to for food and economic gain. You can’t just giving up that easily by choosing prostitution as a means. Every young women like you all are back in their village sweating everyday to cultivate garden foods and crops.

  • Anglicare PNG Inc. is helping female sex workers, male sex workers, TG and anyone fron this category into care and treatment as Key Population (KP) and assisting them with financial literacy and small business with funding assistince from Sir Brian Bell Foundation.

    We have more number of sex workers to assist but lacks government support.

  • I think the decision made by Department of planning is fair. If we choose to base our constitution on Christian principles then we cannot support prostitution, however we can help these ladies as human beings by providing or promoting other means of ways of earning a living through other means of trade such as marketing of food and other basic services. Therefore this can lead them away from such practices.

  • I understand that they trying to make a living, but as a human being we must take precaution on what we are doing because our action will have consequences at the end, its either negative or positive.

  • Anglicare or similar organizations needs to do awareness to make women aware that there are organizations out there that can help women. Its very sad but we can not blame this women for doing what they are doing. Prostitution creates a lot of social issues for the family, communities and the country as a whole. This is an issue the Government needs to address by supporting organizations that are already in existence.

    These prostitutes think they are enjoying something good which is ILLEGAL secretly when the bad happens and exposes their crime they appeal to the government of PNG to protect them from their crime. Secondly most of you prostitutes are able bodies meaning you are a full human being who is very much capable of looking for a decent job or going back home to work the lands. Stop coming up with lame excuses and wanting the easy way out. Everyone is struggling to make ends meet, like the women in very remote ares of PNG who walk for hours and weeks with their heavy loads to bring to the market to sell. So tell me should the Government of the day be worried about building more roads and proper markets to cater for these hard working, self reliant women or fund some lazy women’s associations?? Stop looking for easy money and try working and earning the money honestly.

But in Papua New Guinea context, what you did by prostituting or selling yourself to earn in order to sustain you life is you are devastating the best of Papua New Guinea’s culture.   • PNG just commemorated the repentance day on the 26th of August. That is a strong voice in itself to remind everyone that we are a christian country. Prostitution is conceived out of ignorance and rebellion to biblical order and is an act of mockery to government efforts to make PNG straight with the God Almighty. Practicing prostitution for survival is a lame excuse and that course should never ever be supported by individuals, organisations, churches and government. Government should not leave these individuals practicing prostitution unpunished. Tougher penalties need to be imposed on prostitution, as in murder, rape, robbery, stealing and etc as they are all crimes and are punishable by the LAW of this land. In this case that lady needs to be arrested for prostitution and the eight guys also should be arrested for causing harm to another human being. Let ‘Righteousness’ prevail in this land.   • We can send all the unemployment men and women in the settlement or wherever back to their provinces, and yes they have much needed land to survive from…. But I think the bottom line is… The so call government services is not there so they make their way into towns and cities for easy access of basic government services……

    To deter or reduce or even eradicate this illegal and immoral activities. I fully support the call for Vagrancy Act to be enforce so that unemployed people both male and female must go back home to their villages or districts and live a honest life. Government must encourage and funding support for SME businesses in the rural towns and districts so that it can help out with this proposal

  • Please use the word ‘sex work’ instead of ‘prostitution as prostitution is discriminatory’. Lets get back to the root cause of sex work and help. Because the government is reluctant to get to the root cause results in such inhuman acts..violence, etc..Government be blamed for becoming blind eye towards these population. You will be held accountable when you die because of the pain they underwent, bloodshed, death etc.. because your decision making was self-interest, so bounded by cultural beliefs, used Christianity name in vein and to avoid helping others.

  • Prostitution is not a crime or against any PNG Laws. Prostitution is an old profession and still exist today and will exist as long as human being exist. PNG can not say we are Christian Country because our actions and behaviors speak otherwise. I totally agree with some of comments made by our readers or blogs. We can not point fingers to a woman who is a prostitute and allow men to escape but our fingers must point to a woman and four men. Under the law, these men committed a crime of rape and if this woman who identifies these perpetrators and if Police corporate with this woman, I am sure these men will be locked behind bars for 25 years plus. Every person is a human being and he or she deserves respect and it must be accorded to him or her under no circumstance for a State or a individual or group of people to treat this woman differently. This is inhuman treatment and it is against her constitutional rights. Right now, prostitution in PNG is growing because there is no law to stop. If PNG wants to do away with Prostitution then review the law and criminalize the prostitution in PNG.

  • People want money, they want food and shelter. There are more people and less work and job opportunities in PNG. Our government can consider this.
    As well, we have land in PNG. Go back home to where you belong and till the soil. If you don’t know your origin, then do road-side marketing. Don’t be lazy. You can sit the whole day at the market..that’s part of the hard work as nothing is free. But if you are thinking to earn a lot of money in prostitution, then be a woman enough to face the consequences! The nation does think of you as human beings, and we cannot deny that fact!     A Thief is seen as minor (offender) comparing to someone who is a Murderer.
    However, according to God’s view, a thief, a prostitute, a rapist, a murderer and etc. are all sinners (SIN is black and white and there are no Grey areas).

    Instead of saying hateful words to these women; reach out to them in Love and Kindness, I can assure you that if Jesus is here, this is what He will be doing, He will be reaching out to them.
    Read your Bible, He forgave the Prostitute (Luke 7:37-39)
    I agree with what the Secretary (Anna Bais) is saying to help engage them in some kind of SME or etc to help get them out of the streets.
    Prostitution is NOT the way to go, there are other alternatives and means to make a honest living (without living in fear because you are engaging in an activity that is illegal).
    Fast Money won’t last, however when you sweat and work hard towards getting something, you will appreciate it even more.

  • A crime is a crime regardless of who it is committed against. Since when or where in our law books is it inscribed that bashing someone to near death and raping are legal. Law enforcers should not focus on the subject of this crime but on the actual criminal act itself and be guided accordingly in pursuing justice for the victim.
    Bureaucrats like Bais would do well to be constructive and keep an open mind in such cases instead of being mere pen pushers and blinded by so-called Christian values.
    They should be pragmatic in their mentality and approach to issues. We need people in top jobs who are visionaries and revolutionaries, to be strategic planners for the future of this nation, not just occupy the post for the big bucks.

  • A crime is a crime. No matter who its committed against. Prostitutes are human beings, despite what they chose to do to earn a living. In the long run we should all be working together to help educate those in the profession and help get them off the street. Sometimes all it takes is a simple act of kindness to help another individual realise there are alternatives to what they are currently doing.   • Everything comes up with reasons, we cannot judge them by their action. we might say that let them go to their village and cultivate the soil, but some of the people live in towns so many years due to some reasons and almost 3rd to 4th generation living there and they don’t know their own village we should considered such factors, this is not to go for the idea but those are the factors needs to be consider. It can be good to at least protect them from law. nothing new, due to globalized community we have to accept what comes on the way but choice is your whether to choose it or not.

  • Prostitution is illegal, but you see them everyday doing their trade so whats wrong with that law, rape is punishable by law so is murder and torture so what will happen to those eight man that committed those offences, are they gonna do the same to another woman who maybe will not be a prostitute. If they used condom to rape her than they themselves are just the same as those that pay to use that woman, after all, it is your brother, uncle and father that use their service and it is your brother, uncle and father that rape and torture that woman. Ol meri no mekim nambaut lo em, it is us man that if we think what they are doing is wrong and against the law than why not report them to authorities who will punish them according to the law and not to lust after them, yu kaikai grease na meat pinis na yu tanim bek na torturim samtin ya wer givim pleasure lo yu, shame on all of those man. Whats the difference here?

  • Women and men selling sex for money is here to stay. This is a big industry under world. Christianity and government will never stop this sex industry until the heaven and earth pass away. To minimize prostitution, government has to create more jobs to keep prostitutes off the streets.
