No need to upgrade new roads

 WHO is funding the construction of Sir Hubert Murray Highway and the upgrading of Sir John Guise drive at Waigani? Why do they need to be upgraded more often than other roads that also need maintenance? These two roads have just recently been upgraded and still look new. As far as I know, the Sir Hubert Murray Highway was completed about five months ago but was dug up for resealing and further expansion. How about the Sir John Guise Drive, which was just  overhauled during Prince Charles’ visit last year? I cannot see any logic as to why we have to reseal it again. I kindly ask the responsible authorities to respond to this public enquiry.
