TO support the statement made in The National’s letters’ section last Thursday by the lower Koiari Rouna clan, as far as I am concerned, there is no Sogeri Central registered.
I only know of Sogeri Central which was gazetted and signed by former governor-general Sir Silas Atopare on Feb 6, 2002, under the Local Level Government Administration Act 1997.
Whereas Section 42(1) of the Local Level Government Administration Act 1997, provides that the head of state, acting on the advice of the National Executive Council (NEC), maybe proclamation, establish a local level government (LLG) special purpose authority in and for the area of one or more LLG, the implementing arm of the Koiari LLG government council.
For the reason, I am supporting the Lower Koiari Omani and its sub clans asking NEC to stop all the small groups popping up in the Sogeri Plateau making confusing the government. Landowners are the true rightful landowners of Rouna 1, 2, 3 and 4.
I am appealing to the government please do not say Koiari landowners in the paper again.
Government and the people of PNG might think that all landowners living up at the Sogeri Plateau are trying to shut down the water.
We have our own issues for which we are trying to negotiate with the government.
I am asking the other landowners, apart from Lower Omani and its sub clans, to go back to your individual clans to organise yourselves and register your ILG.
