Official slams Western budget

FORMER Western provincial administrator William Goinau has raised allegations of serious flaws in the 2014 Appropriation Budget for the province. 

Goinau said the budget was based on an organisational structure of the provincial administration that did not exist nor was it funded.

He said the provincial administration does not have three offices of the deputy district administrators, a resource development and external relations division and a monitoring and evaluation office.

He said it was deceitful for the current provincial administrator Dr Modowa Gumoi to frame the 2014 appropriation budget around a structure that did not exist.

“The budget should have been framed around the existing administrative structure until the new administrative structure was fully funded and operational,” Goinau said. 

“The new administrative structure was approved by the Department of Personnel Management but the provincial administration did not complete the finer details required for such organisational structures.”

Goinau alleged that the inclusion of K4.3million of Governor Ati Wobiro’s commitments for Daru town beautification, governor’s scholarship programme, rural airstrip maintenance, apprenticeship programme and corporate wear and tear was deceitful.

“These projects were among the projects that had been funded from the K36 million the acting provincial administrator has spent outside of the 2013 Appropriation Budget.”

“Why should they include this funding in the 2014 appropriation budget when the funding had fully been spent in 2013?”
