Planning and budgeting

HOW do you describe situations where you have a lot of money yet little is being accomplished?
Insane.
Sometimes problems look simple to solve but the planning and budget takes a different turn.
There are issues in the community that require careful planning and research for a solution to be found.
The hurdle that limits leaders to effectively minimise issues and bring forward development is not money, but critical planning.
For example, I have seen a lot of street people in towns and cities doing nothing but trying their best to survive each day.
It will be very surprising how much work one street guy can do for K10 a day, if provided an opportunity.
Why not use them to help clean up the rubbish that litters our towns and cities.
Give these guys employment with minimum wage and see how much work can be done.
