Police force face the most complaints: Report

THE police force is the State agency that most people complain against in PNG, according to a report from the Ombudsman Commission.
But the most disappointing aspect of its work was that its relevant recommendations were hardly implemented when presented along with its reports to Parliament, the Commission said.
The Commission in its 2015 annual report presented to Parliament yesterday, highlighted that the top five government bodies that copped most complaints in 2015 were police followed by the National Court, Department of Education, PNG Correctional Services and the East New Britain government.
It said in 2015, there were a total of 168 complaints against the police — an increase of 31 on the previous year.
The commission highlighted that investigation remained its core function and was affected when politicians and bureaucrats were not willing to cooperate.
“Often disappointing is the fact that when administrative investigation reports are presented to Parliament with relevant recommendations, they are rarely implemented,” the Commission said.
It also stated that the continuous cutbacks to the commission’s budgetary submissions over the last four to five years, together with frequent delays in receiving its monthly grants, often placed huge constraints to deliver its function of conducting investigations.
The commission stated that it remained hopeful that the government would appreciate the important role of promoting good governance and quality leadership by funding the commission.
