Portfolio questioned

Is there a provision that allows governors to be given a ministry portfolios?
I wonder why West New Britain governor was accorded with State Enterprises Ministry.
I am sure governors are not allowed to be given any ministry portfolios because that might duplicate their roles of governing the province.
If Sasindran Muthuvel is given the ministry portfolio then he should not be a governor at the same time.
He should vacant governor seat and a member of the province or deputy governor should automatically assume the role of acting governor until a proper governor is elected or appointed.
James Marape’s government has again created history to give ministry portfolios to a governor. Another history created is the allocation of ministry portfolios to Bryan Kramer who deliberately was absent in the Parliament and did not even vote James Marape to be Prime Minister but, was given a ministry portfolios.
Is it a joke? Kind of old boy’s school.
