Power issues and dead phones

I AM an ordinary Papua New Guinea citizen living outside just outside the urban centre.
I own a one-bang phone which I often have difficulty charging because of electricity problems with PNG Power.
Whenever it rains I am left with nothing.
There are currently four ways to charge our phone: through the PPL grid, and using a generator set, solar panel, or a dry cell battery.
Can the government through its agencies design a better, cheaper, affordable and convenient way to charge my phone when these sources are not available?
May I suggest a fifth option? Can someone develop a system where we can use the ordinary fire to generate electricity? Firewood is everywhere.
