President intends to introduce changes, institute drawdown of powers

WITH K15 million available – presented by Prime Minister James Marape – President Ishmael Toroama intends to introduce changes, once he has his full cabinet.
Toroama said there was an intention “to review, restructure and make changes as appropriate with a view to redirect resources to the district level”.
“While I understand that the draw-down of powers and functions under section 290 of the PNG Constitution that were made available to Bougainville, we have not been fully drawn down yet, this needs to be progressive,” he said.
“As we consul and dialogue with PNG, we will also look at the possibility of getting powers and functions currently with the PNG Government.”
Toroama wants the powers and functions of:

  • Section 289 – powers with PNG Government;
  • Section 291 – powers relating to the Criminal Code;
  • Section 293 – exercise of international obligations; and,
  • Section 298 – national government assets and land as far as it relates to Bougainville.

He will also add relations, especially with PNG.
“History should be our guiding light in moving forward so that we do not make the same mistakes of the past,” Toroama said.
